Who is a domestic client under CDM?

A domestic client is any individual who has construction work carried out on their own home, or the home of a family member, that is not done as part of any business.

What duties does a domestic client have under CDM?

Domestic clients are not expected to be aware or familiar with the requirements of CDM.  Therefore, client duties are transferred to other members of the project team.  Depending on the size of the project, the client duties may be transferred automatically.  

  • On a project involving a single contractor and domestic client, all client duties are automatically transferred to the contractor.  
  • On a project involving more than one contractor and domestic client, the client is required to appoint a principal designer and principal contractor. If the client fails to do this, their duties are automatically transferred to the contractor or principal contractor.
  • A domestic client can transfer duties to the designer if a written agreement is arranged between designer and contractor.
