New NHSS 18 Policing Policy

Contractors urged to register as new NHSS 18 policing policy is ratified.

Contractors undertaking work that falls within the National Highways Sector Scheme 18 for Landscape and the Environment, including Ecology, must be registered with an approved certification body, or risk being excluded from contracts awarded by the Highways Agency and other organisations who have adopted the scheme.

National Highways Sector Scheme 18, launched at IOG SALTEX in September 2008 by Lord Michael Heseltine CH, is a bespoke management system that is now a contractual requirement for organisations engaged by the Highways Agency in England, Transport Wales, Transport Scotland and Roads Service Northern Ireland, to work on their highway estates.  The sceme is particularly concerned with the development of training and competency of operatives and their supervisors and the identification and development of best practice, including health and safety requirements.

The period of grace allowed for contractors to achieve accreditation under the scheme is now ended and all operatives must now obtain and carry an NHSS 18 Skills Card if they are to work on contracts providing such services as grounds maintenance, tree surgery and landscaping works on Highways Agency estate and on contracts for other organisations signed up to the scheme.
